Recommended by Board of Trustees, Maritime Museum, after Mrs. Elsje Armstrong (1918-1981), active in civic affairs and a member of the Board of Vancouver Museums and Planetarium Association. This feature is actually a rock and fill breakwater in front of the Vancouver Maritime Museum.
