Named after the late Lieutenant Colonel Richard Wolfenden, born 29 March 1836 in Rathmell, Yorkshire, England. He arrived in New Westminster in 1859, as a Corporal in the Royal Engineers under Colonel Moody; appointed Superintendent of Printing for the colony of British Columbia in 1863; moved to Victoria in 1866 after the union of British Columbia and Vancouver Island, and continued in office as King's Printer until his death 5 October 1911. He was also Lieutenant Colonel of British Columbia's Provincial Regiment of Garrison Artillery (later 5th Regiment, CCA), from 1885 until retirement from the militia in 1888.
