Born in Pakenham [Ontario ?] in 1844, he was founder of the Almonte Gazette (sic). He went out west and edited the Victoria Times. Appointed a member of the Senate in 1897, he served until 1902, then entered the Cabinet. He was Minister of Internal Revenue and Minister of Mines from 1906 to 1911.
