Established by Order-in-Council 2325, 9 July 1970. Conversion of OIC to Statute designation per Bill 17-2000: Protected Areas of British Columbia Act, 29 June 2000; the whole containing 156 hectares (105 hectares of upland and 51 hectares of foreshore) ha. more or less.

"Mrs. & Mrs. Clair Downing, of Sidney, have donated 97 acres of land with nearly 1/2 mile of lake frontage at Kelly Lake.
